I vote version 2 mostly for the broadsides in a box. Such a pain in the arse. 6 Fire Warrios for 6 Orcs, a Bastion, and change sounds like a good trade.

I don't like bastions. You have one penetrating hit that detonates and every model in/on is most certainly dead. I vote for ADL. I got tired of seeing my lootas/broadsides being pancaked.
The BSF on the Shas'el is shared by whatever squad to which he's attached (Official FAQs) so that'll save you one BSF. You could buy a grot!!!!
Why Kroot if there's orks?
Your broadsides are going to get owned without the shield drones IMO. I deploy mine the backfield as I suspect most do. When they run away (and they will) it won't be far to run to the table edge... [sounds of toilet flushing]. There go my points... Why not teams of 2? And remove the locks? Add the shield drones? Just an idea.
I never could get those stupid Crisis Suits JSJ to work well for me but I'm not that good of a player.
Consider adding a PK Nob toeach of the boyz mobs. I don't know how many points you'd get from letting the kroot go, but adding a nob with a S8 melee weapon that hits 3 or 4 times on the charge makes your opponent scratch his head about what he's going to target.

PK Power Nobs never contribute anything against opponents I play. They tend to die in challenges to enemy IC.
JSJ is dependent on TLOS blocking terrain. That's where the Bastion comes in. The chances of a Bastion rolling the worst on the penetration table is pretty rare unless against DS Meltaguns. AV14 is tough to crack and even a Lascannon will struggle to penetrate it. I've only had my Bastion explode once, and that was against a Necron Overlord with Warscythe disembarking from a Night Scythe and next turn assault.
I tend not to care about survivability for my non-scoring units. 2+ is king in 6th ed and Broadsides are extremely hard to kill. They have 2 wounds a pop and finding cover is easy. Plus, my list have 6 of them, so losing a couple isn't a huge deal. I could also embark them inside the Bastion and have them shoot through the fire points.
Kroots are cheap scoring units and can reach objectives that are harder to reach slogging across the board.

I like list #2 better, however, I don't feel that you need 3 tetras (same reason why I feel that a CSM list don't need 3 heldrakes). You just don't really have enough units to take advantage of 3 tetras. I would just take 2 and swap out the 3rd one for another unit of 10 kroots. So now you have 2 outflanking units for linebreaker and to threaten enemy objectives.
Also, as doctor_g pointed out, you can drop one of those BSF because your HQ will give it to the unit he joins.

I'm trying to keep my Shas'el as cheap as possible, hence the BSF. Furthermore, he could join a squad of Fire Warriors and grant them Night Vision if the need arises.
I've never used Tetras before. If this was a pure Tau list, 3 Tetras with 1 having a Target Lock would be preferred. However, this is an ally list, so I see your point.
