Is there any reason why taking taking Valthex as an ally would not allow you to add his battle alchemistry onto a da unit benefiting from the standard of devastation?
I cant think of any but poisoned 2+ salvo 2/4 bolters seems pretty sweet.
Ignoring the Forgeworld argument anyway.

I would check the exact wording, but I believe Valthex gives the hellfire rounds to a unit in his army, it may also have been faq'd to read "a unit chosen from C:SM"

The banner only affects DA units.
