Byzantine Sector

Hi. I want to field 6 allied SM libs in an ongoing narrative and truly need advice about what powers to take for all comers.

OVERVIEW: All of them are NPC type characters in a cross-Greece narratve, travelling campaign.
They are members of underdog/antihero SM chapters, suffering from attrition, that belong to a sector (Byzantium) which has seceded from the authority of the High Lords of Terra (but not the Emperor himself). Loyalist Chapters have been sent to ask these Byzantine chapters about their loyalties in-story, (Ork, Necron, Nid & Chaos invasions are happening in the meantime) but the appearance of loyalist uniforms in Chaos ranks have sparked a standoff, with the actual Byzantine Chapters asking the loyalists about THEIR loyalties as well in an "I asked you- Yes but I asked you first" game. The Byzantine sector has high Psyker DNA presence and many Oracles, but is tolerated by the Imperium because they foresaw the arrival of the Great Crusade during its' time and accepted its' arrival as if it were a traditional savior. The idea is to cause campaign players to be forced to choose between Imperial and Byzantine loyalties, the former obeying the High Lords, the latter Obeying the Emperor and Byzantine Ecclessiarchy and accusing the High Lords of intentionally allowing the Emperor to begin to die.

Theses are the six, with mini-dossiers on their whole conversion/wargear, fluff & historical deals:

*Imperial Fist Successor Terminator Librarian,(Force Staff, Combi-Plsma).
*Currently leads 5 Terminators (1 Assault Cannon, 1 Chainfist, 3 stock) and will later incorprate the Astral Claws Chapter Master (FW) into his unit.
*Current powers: Gate of Infinity, Vortex of Doom.
*What Mastery level and Powers would you use? Would you change gis Wargear?
*Notes: His Chapter is the chief Chapter of the region (1st Primary detachment at all times right now) and he is the Chief-of-Staff of the entire Librarium, currently also operating as the 1st Company head Librarian due to attrition. Whenever there is a strange, unsolved mystery in the storyline which requires battle missions to collect clues (eg: A Chaos horde ambushed an ImpFist expeditionary force and there were lots of Blood Angels successors among them with still undefiled Armor), he is usually a material witness to the original event (because he is always leading side missions).This character fought at both the Ichar and the EOT campaigns but with different models so basically he is a key honcho all round.
*Projection: In time, this Chapter will ally with IG and a stronger SW presence. Existing allied chapters will move on to create different factions or battlefronts on different worlds.

*Imperial Fists Successor Assault Librarian, (Force Katana, Arti-Armor)
*Currently leads 10 Assault Marines (1 Lightning Claws).
*Current Powers: Smite, Vortex of Doom.
*What Mastery level? What powers? From the Codex or the cards? Should I change something in his squad?
*Notes: This guy is a very old mini, modeled with wargear from ancient editions and left that way 'just in case' this wargear gets granted again in later additions. He is chief field Librarian and
boss advisor of the entire battle company line when the Termie lib is away on investigative missions. Can be granted hatred against or preffered enemy :Tyranids or Tyranid War vet upgrades legitimately due to backstory but they are not really present in this campaign just yet in real force.Fought at Ichar and EOT.
*Projection: As above.

*Blood Angels' successor Librarian (Jump Pack, Force Glaive/Spear type weapon + 1 empty hand with no weapon attached yet).
*Currently leads: Nobody, hangs around near the chaplain or a small assault squad.
*Current Powers: None selected. Jump pack has been given intentionally to keep another power option available.
*What should I do with anything to do with this guy? Cards or Codex powers?
*Notes: Leads a secondary division that is not intended to be built up large enough to become a Primary, at least not during 6 ed.
*Projection: This BA division has a DA sibling chapter with whom there has been a schism for a very long time, (since the EOT worldwide campaign). They will ally later and leave to form a seperate faction.

*Counts-as-Space Wolf Rune Priest (No upgrades at all just yet, model has an axe [wulfen priest]-willing to convert).
*Currently leads: Count as 15 Blood Claws, 1 Power Sword.
*Current Powers: Living Lightning + empty slot. What to do?
*Comes from a flawed, degenerate Chapter (not Space Wolf seed). The majority of the Fallen present in this campaign are from his Chapter (Which is also not DA, just Codex).
*Notes:This character fought and failed at both Agripinaa and St Josmaines hope in EOT. His Chapter is almost extinct and essentially trying hard to repent for having so many turn to Chaos.
*Projection: This chapter remnant will stay near the ImpFists as a minor detachment until the Guard are up to desired strength, then leave to ally with Eldar, who are already presented as old allies in the fluff. Declared 'Adeptus Abominatus', this Chapter is hunted by all loyalist (Imperial, not Byzantine) SM.

*Minotaurs-type Librarian (Counts as Ultra,Force Sword, shield modeled on).
*Currently leads: The Scout Corps of a fledgling 'Sons of Sparta' type Chapter.
*Current Powers: A good opportunity for me to ignore the Codex and just start practicing with the cards. What should I do with him?
*Notes: This Chapter continuously raises a few Marines squads and gets knocked back to Scout company lists after major battles. Their homeworld is the heart of the campaign and this Librarian was the son of a local oracle before he bacame a Marine.
*Projection: This chapter will eventually ally with Tau and Eldar.

*DA successor Librarian (exactly the one from Dark Vengeance, unconverted model).
*Leads: Exactly the contents of Dark Vengeance box to begin with.
*Tell me anything. This guy is a completely new opportunity for me to kit any which way.
*The DA faction will be allowed to grow, bring in the BA as a secondary in time and moved to open another campaign battlefront on a new world.

I am a sponge for Psyker options so anything you folks suggest will be enlightening, therefore fire away. Thanks in advance. This Librarian spam is something I really want to do for fun so I don't want to hold back on it until I really get it out of my system once and for all.
