Yes, I would say so. Pedro's entry specifically states that Dorn's Arrow is a storm bolter.

It's a lot of points and still doesn't give re-rolls to wound. The value in those guys is more in assault (and buffing Sternguard; re-rolls to hit with their special ammo bolters are awesome). Also, trading Combat Tactics for Stubborn is an even bigger drawback in 6th than it was in 5th, because no 6" exclusion zone for rallying makes Combat Tactics + ATSKNF AMAZING.
