Subject: Close Combat Weapons, extra attack?

Okay, I've been reading about adding CCW weapons to models and I learned that if you give them a CCW and they have a pistol, it counts as having a pair of 1-handed CCW weapons and grants an extra attack. I was wondering though, is this already factored into the statline for models in the codexes?
For example in Imperial Guard, the Lord Commissar is listed as having 3 attacks. He is equipped with a bolt pistol and a CCW as part of his wargear. Shouldn't that grant an extra attack, bringing him up to 4 total?
I need to get this rule straight because it will be very important in my list that I need to build by Saturday.

It's only included in the profile of the codex entry specifically says so... Which is quite rare.

I see, thank you very much for the reply. I've been playing this wrong for a very long time appearently. I haven't been adding in extra attacks despite the fact that I tend to run a Lord Commissar with a bolt pistol and power sword. I could have been slaying so many more foes! (Bah who am I kidding, I'm IG.. I rarely slay anyone in assault. ) But I'm glad to know because it will also count towards my sergeants because they have chainswords and pistols!

As Insaniak said, your models fight in close combat with the number of attacks listed on their profile, plus any bonuses that you get (RB p24, 'Number of Attacks').

It's a fair question because it's something that's easily misinterpreted. I can understand why they provide a stat line and then say you have to add attacks for CCW's etc for models that can be upgraded and modified (e.g. Space marines that get 1 attack in the profile when they have a boltgun but 2 if they take a bolt pistol and CCW).
The confusion comes in when you have a special character that you cannot upgrade in any way, you get what you're given as per his codex entry. His stat line says he gets 3 attacks, but he has a bolt pistol and CCW meaning he actually gets 4. Since you couldn't possibly upgrade him, why is this attack not included in his profile? It makes sense that it should be but it's not.
In any case, as a rule of thumb you always use the stat line plus any modifiers. Unless the codex says otherwise, you always assume the stat line is the model's base attacks with only one CCW, then you add more attacks if he has 2 CCW's, or if he charges etc...
