If I am partnering and both of us are MEQ, can our ICS deploy in the others DP and could we use each others homing beacons?

The rules do not cover partners games.
Work it out with your group beforehand so there are no issues when you play.
I play a lot of 2v2 games and we treat each player as a stand alone army (So nothing crosses over), but he is working with his partner, to try and win the battle.

As DeathReaper said, there are zero official rules covering the scenario. There are 3 ways to deal with it: 1. Both are standalone armies. That just happen to tally up the score at the end together but otherwise ignore each other. IE: no sharing of transports. 2. Use the Allies rules whereby one of you is the primary and the other is the allied force. Of course, this will mean you can't both play the same codex and will have other limitations. 3. Single FOC chart where you control 1/2 the "army" and he controls the other half. Or, play at 2k points or above and do 2 FOC charts. Of course, you have to use the same codex here. ------------- The absolute best way to deal with it is just pick option 1 above. Otherwise there are enough limitations that may not be worthwhile.

The few doubles games I played with had the following rules in effect:
Each army is a stand-alone army and partners are working together.
Allies rules only affects allies taken within an individual's army (so Player A has Necrons, Player B has IG they are not Desperte Allies; but if Player A was Necron with IG allies they would be).
Army special rules that apply to friendly models apply to both your army and your partners (so for example Wraithguard benefit from non-Eldar Psykers).
Things that apply to enemy models do not affect/apply to your partner (so a Psyker would not be affected by SitW from his partner).
There is only 1 Warlord per army.
Independent Characters cannot join a partners unit, nor can you embark in your partners transports.

As I would play it - allowed, but only if they're Battle Brothers, since that's a requirement for your IC to join your partner's unit, and you can only have one unit in a single transport.

Yeah, my group always plays the "stand alone armies working towards a common goal"-type.
It makes for less interpretations and rules queries.
If you start taking allies rules into account then you have to start having those discussions where convenience allies count as enemies and all that, and what does that mean for the objective etc etc.
Plus, I want to be able to play 2v2 with the tyranid player in the game too.
