10-15% on average, Chaos got some more severe hikes though.
Character models went from ~15€ to ~20€.

He did say "on average".
Orks used to be $35 for 16,or about $2.18/model. Now it's 11 for $29.00, or $2.64/model. 46 cent increase per model or an increase of 21%, whereas a tactical squad used to be $35.00 for 10 and is now $37.25 for 10, an increase of 6.4%. The average % increase between the two is 13.7%, which falls in between 10 to 15%.
EDIT: whoops, for some reason I though the Orks came with 10 + 1 Nob, but apparently it's 10 models according to the GW site, so $2.90/model, so 72 cents per model, or a whopping 33% increase, so averaging the Tactical Squad and the Ork Boyz, that's actually an almost 20% increase. However, the Ork set is a bit of an extreme example, so 10 to 15% seems accurate to me. No doubt someone will whip a chart after this year's increase and then someone with the time and inclination can figure out the average difference.

No but Imperial Guardsmen were £18 for 20 until 2008. Then they were £12 for 10, then £15, then £18. A 100% price rise in 5years.

Picking one or two products to make a point about a range of hundreds is pretty weak. There have been statistical analisies of the cost of armies over the years. See, I can cherry pick examples to support my strawman too.
That represents ~16% price increase per annum, this is at the upper scale of your estimate. Now compare to the rest of a typical IG list:
Chimeras were not £11. Russes were not £15.50. Command squads were not £7.50.
Instead of "cherry picking" of your own, try using actual representative data. The comparative costs for year x vs 2013, then account for inflation over that period.

When I did this for 2004, I found that prices had gone down for my army. Not what the Internet consensus would like you to believe!

Hell, I'll do it myself right now since I just found the 2004 Price List, straight from GW's catalog. My Space Marine army was: -Terminator Captain (Lysander, but he didn't have a model then so I'll just substitute a generic Termie Captain). 2004 Price: $12.00 USD. 2012 Price: $19.25 USD -Chaplain 2004 Price: $8 USD 2012 Price: $15 USD -1 Terminator Squad 2004 Price: $30 USD. 2012 Price: $50 USD -1 Veteran Squad (used a Tactical Squad Box) -2 Tactical Squads (1 with Missile and Flamer, 1 with Plasma Gun and Lascannon. Used to have to purchase Plasma Gun seperately, still have to purchase Lascannon Seperately). 2004 Price: $30/box of Marines. $9.00 for two Marines with Special Weapons. $8.00 for Lascannon Marine. Ffs... dont even try and justify it.
That was one of the worst examples, most things jumped by $5 to $10 dollars.
Wraithlords were $45 3 years ago now they are $55.50, same model no box change $10 extra dollars, I just looked at a a space marine army that I was going to do and its $150 more expensive then the year before.

You seem to be ignoring the fact that the old 16 ork kit came with just slugga/choppa arms or shoota arms with no extra weapon bits or the bits for making Nobs. If you wanted a nob or a big shoota/rokkit/burna (which you could take at the time as the new box came out when the current book did) you were required to buy an $18-$20 metal miniature.....now instead you get EVERY possible option for the ork boyz and the nob in one kit. It's not that your example is an extreme example it's more that it's an utterly inappropriate example that like comparing the price of apples to the price of banana's.

So if something goes from metal to finecast, it's a price increase. But if something goes from metal to plastic, it doesn't count?

Metal to plastic is a different model, a new sculpt. Metal to Finecast in many cases is the same product being made in a different material. It's fairer to track the cost of the same product over time, if a figure is resculpted and rereleased in the middle it's not the same product is it? That's why it's not very fair to say that plastic Space Marines have gone from 33p in 1988 to £2.20 in 2012 which is nearly a 600% increase in just over 20 years, because the sculpts are entirely different. You can only fairly track the current marines back to when they were released in 3rd edition at 10 for £10.
So yes, when something goes from metal to Finecast it's a price increase, it's the same end product using a different casting material. When something goes from metal to plastic, it's a new model altogether. You might not like the new price, but it is at lease an entirely new model. When things are made in Finecast instead of metal, it's the same model with a much higher price attached, the only difference is the crappy casting material which is saving GW money in production but which they claim is so wonderful it deserves a higher RRP.
