So the ordnance rules are quite clear: "A vehicles that fires and Ordnance weapon can only make snap-shots with its other weapons that turn." (BRB pg71)

Flyers are often armed with missiles. "A maximum of two missiles can be fired per Shooting phase" (BRB pg81)

The Forgeworld Thunderbolt may be armed with Hellstrike Missiles which have the profile of "Ordnance 1, Missile, One Use Only"

Can I fire two missiles at full BS?

No - firing an Ordnance weapon causes you to fire snap shots with all other weapons. There's no exception for a second Ordnance weapon.

This of course makes hellstrike missiles worse than having no missiles at all. I've tried to point this out to them but have had no luck in getting a response.

You mean a new IG codex. In 5th edition it was even worse (since firing a hellstrike missile = not firing other weapons at all), so 6th is a tiny and meaningless improvement. The real problem was that the current IG codex made hellstrike missiles into ordnance weapons (they used to be just STR 8 AP 3 heavy 1) to give the Valkyrie its cheap-but-useless placeholder missiles that you replace with the rocket pods. And because GW didn't stop to think about the consequences suddenly all of the FW flyers that used hellstrike missiles as real weapons got a huge nerf.

Darn.

That's exactly what I was expecting but didn't know if there was some exception I missed somewhere...

It does make them entirely useless, as one would have to snap-fire the 2nd missile as well as your other 2 weapons. Lamesauce.
