I am brand new to 40k so new in fact I don't have an army yet. I've been reading through the rules and was planning on starting a space wolf army until a came upon Kayvann Shirke's model it looks really cool, and his special rules seem kind of beast, but I was thinking if a made an army based around him that scouts would be a cool combo to use with him. Scouts with sniper rifles could force a pinning test, and when or if a selected unit goes to ground you could charge them easily I imagine using Shirke's fleet, and the unit your attacking wouldn't get any over watch as a result. I know that some units cannot be pinned, but I was wondering if this is a viable idea to base an army around?

In theory it's a nice thought, but in practice Pinning is hard to achieve and doesn't really help you at the time you assault.
It could be beneficial to pin the enemy while your assault units are crossing the table, to reduce the impact of your shooting, and help your assault units make it across while sustaining less damage. This is a nice idea, but sadly runs up against the reality that most armies are very resistent to pinning and so it's often a minority a time that it actually works.

Generally speaking, overwatch isn't the massive problem that it looks on paper either. There are specific units that are really good at it - Daemon Flamers, Ork Burna Boyz - that you'll soon learn to watch out for, but otherwise it's not worth fretting over.

I wouldn't be too scared of overwatch, it's quite rare that it will do significant damage, due to needing to roll 6's to hit.
What Mannahin said stands, and this isn't such a great example of a combo, but you're definitely thinking along the right lines trying to create synergy between units like this! The way you're looking at the game is impressive for a completely new player, keep at it!
Also, you don't need to re think your entire army. If you like Shrike & scouts there are plenty of legit ways to use them.
For example, off the top of my head, going on your example, imperial guard have a unit called Battle Psykers who can reduce an enemy units Ld to 2. If you were to use guard allies & do this then wound them with scouts, you could almost guarantee pinning them, synergy with this unit totally buffs the effectiveness of the scouts as snipers.

My favorite use for shrike is to infiltrate 10 TH/SS terminators uncomfortably close to the enemy. Potentially shaves a turn off of how soon they can charge and puts a large threat fairly close to your opponent. Shrike doesn't even have to stick around after that, if there is a weak enough unit.
I had plans for a shrikeanator combat scout melee list back in 5th but its alot more fiddly now with changes to scout/infiltrate/etc. Could probably still use shrike and scouts, but you would want either a tac squad or two to be stouter OBJ holders or perhaps max out troops slots on scouts.
