Okay so here's my question is mephiston still competitive? I don't think he is anymore he never really kills guess point cost. Also what do you think is the most competitive hq for the blood angles?

Most of the BA HQs are miserable for the points. Not miserable in terms what they actually do, per se, but from a cost/benefit standpoint. So, yeah. I'd say the best we can do with BA is the regular librarian, because divination is crazy good. I've won many games by just having a 4++ save on an ASM squad.

Sorry, 4++ is a 4+ invulnerable save. There is a divination ability that gives that to the psyker and the squad he's in.

I use astorath pretty well since 6th started, But I also use alot of DC and upping the chances of red thirst of my assault marines is nice. Gone are the days of mephiston killing termies, Astorath and dante hitting first (fething rage), or sanguinor punching termie armor. But mephiston really got knocked back by almost everything that changed in the rules.

I use no DC at all, so Astorath is of little use for me. He also strikes last and any STR 8 instagibs him. Fail.

Most named characters are considered too costly for what they bring making them not "competitive". If you like didn't like Meph in 5th, you won't like him now. If you liked him in 5th, he's still serviceable now. You just can't throw him into any unit you find.
Bang for your buck, it's the good old Librarian for BA.

Mephiston was considerably better in 5th. In fact, he was the best HQ I think. A hard to kill psyhic hood was great, and he complimented mech lists very well.

I still love Meph in 6th. I think he is highly functional and is almost always worth his points.
But if he's not your cup of tea, the libby is excellent.
I'm also a big fan of the libby in termie armor with storm shield. 145 points for 2+3++ and all the libby tricks. Additionally, a BA terminator squad with a Sang priest and a Libby runs you less than 400 points and gives you 2+/3++/FNP making it the most survivable termie squad in the game.
