Hello,
I played a game last night with some friends and we wasted like 10 mins trying to figure this out:
If you shoot with a plasma cannon (small blast) at a squad of space marines you roll scatter dice and d6, then scatter d6-BS or direct hit
If the squad were behind cover than the only way to get a cover save would be if the blast scattered on the other side(opposite the marines). If it hits directly on top of them then they would get no cover save.
The space marines player argues that because the marines are behind cover from the view of the firer, they get a 5+ cover save even though it was a direct hit on top of them.
Seems logical that the blast hits the guy and explodes outward giving them no cover but we wana play by the rules.
Anyone know?

A plasma cannon is not a barrage weapon, so you determine cover saves from the firer and remove casualties nearest the firer first.
If the weapon was Barrage (like a mortar or whirlwind) then cover saves and nearest casualties are worked out from the centre of the blast.

Cover saves are granted based on LOS of the firing model (?) NOT the blast marker.
This changes with Barrage weapons, but for blast your opponent would get the cover save.

I guess that would make normal blasts a little op  . Good for me dark eldars with dem 5+ 6+ armor

Sorry just thought I'd point out, you should be rolling 2D6 with the scatter dice, not just one.
