You'd having to be fairly adept at greenstuff (to shape the flag details), or freehand (to otherwise paint on the flag details).
But assuming you're skilled at either or both, one of the things I've tried successfully in the past is to use toothpaste tubes to form the flag. Split open the tube and wash it clean, dry, and sand it to give the paint a surface to latch on to.
You can then bend it however you choose, freehand your details on it, and glue on something to use as a pole.

I've used old t-shirts for flags quite often. Either freehand your design, or print out a transfer, then cut and coat with pva, as the pva is drying, you can shape it however you want.
As a bonus, it still looks like canvas shen you're done.

1. Bit of paper as filler (preferably thick stuff like cardstock) and mold greenstuff on top.
2. Use something like medical gauze or paper mache to do it (50% flour/50% water into a liquid mix, I hear boiling water is better but never tested it; then apply to the paper and mold it into shape and wait for it to dry); bonus points that it'll actually fold somewhat like a real flag would, and is much easier to get realistic tatters on.
A golden daemon painter probably wouldn't go for option 2 as it'd be too restrictive for them and they wouldn't have enough control to make something dramatic rather than realistic.

Man, I miss the old paper method... sculpting and painting banners is way too much like hard work!
