So, I'm going to ask two stupid questions. I was reading the warhammer 40k wiki, which is one of the sources that got myself, and roughly ten others into Warhammer 40k.

So, the Third Tyrannic War is still ongoing, even in 999M41?
Also, my second question is: I've heard Silver Skulls are allegedly Ultramarine successors. Wouldn't this imply they have Tyrannic veterans/could field them if you used Codex SM?

Yes, the war is ongoing as of 999.M41. Leviathan has not been stopped. Most of it is embroiled in the Octarius War against the Orks but large parts/splinter fleets of it are still rampaging throughout the Imperium.
It is my understanding that Tyrannic War Veterans are exclusively Ultramarines veterans of the Battle of Macragge.

It should be noted that 40k wiki allows fanart/fan-created models as opposed to lexicanum which only allows official GW material. I'd be curious as to the source of that image, but sadly 40k wiki doesn't put sources in their images.

I think it was from an old Games Workshop showcase?
But, thank you for clearing that up. I thought they only allowed canon material. My apologies.
If you're curious, my chapter is a successor chapter of the Silver Skulls, and charged by the High lords of Terra to track down, and fight Tyranids.

Tyrannic War Veteran fluff is kinda garbled because originally they weren't veterans. Originally (3rd edition) they were 'tyranid hunters' - cadres within the tactical reserve companies which undertook codex deviating specialist training. A lot of die hard smurf players objected to the deviation so GW decided to retcon it by making them 1st company veterans of the tyranid wars, but they kinda screwed the pooch by copy-pasting the codex deviation fluff from the Tyranid Hunters rather than simply describing their expertise as a mere result of long term campaigning against a specific race.
Being an Ultramarine successor would be irrelevant to having Tyrannic War Veterans - the last Founding (26th) took place shortly before the 1st Tyrannic War so the Ultras would have had no knowledge to pass on. The Silver Skulls in particular are an ancient successor.
I'd say any chapter can have Tyrannic War Veterans however, especially a 26th Founding Chapter - their first campaigns could easily have been the mopping up of Hive Fleet Behemoth.

This. The Tyranids have now been around long enough that most Chapters will have faced them at some point. Not to mention, most (if not all?) of the Marine Codexes mention them in their respective timelines.
In particular, if there are any of the Scythes of the Emperor left they must ALL be Tyrannic Veterans...

Where is that retcon? The most recent fluff I've read for them still states they are veterans of fighting Tyranids since Behemoth, and are specially trained under Cassius and Agemman further in fighting Tyranids. The fact they left in the fluff about it being a deviation from the codex astartes means they didn't retcon it. The Ultramarines have a special unit that is a deviation from the codex - deal with it.

I have the explanation for that Librarian.
It is in White Dwarf issue 303 for the Space Hulk anniversary. There was a gallery on a bunch of terminators and the sons of Orar was this guy's homebrew chapter that apparently had a lot of experience fighting tyranids, and for some reason, like every other homebrew chapter in that issue (Emperor's Storm, Knights of Dorn, etc...), they were made into a real GW chapter.
