The best to start for me has to be the Space Wolves battleforce on the account you will use most everything in the set (2x10 GH's and a drop pod). It's easy enough to convert a RP, so that's no problem.
Of course, the Necron one is also pretty good. And I think the Tau one is the only one that is a fully playable army straight out of the box though (as it's the only one that comes with an HQ and 2x Troops)

I voted Space Marines/Space Wolves/Tyranids
All you need is a cheap HQ and any of those battleforces can produce a usable army with a good variety. I consider them a good starting point for an experienced player beginning a new army.

Guard has to be the best, although maybe I am a bit biased I suppose. If you want to expand your infantry, almost everything you need is in that battleforce. All you need is a blister or two of plasma/melta and you can make a platoon or some vet squads. You also get a load of heavy weapons and an awesome sentinel.
Ok, so people don't like sentinels because vendettas are 'better'. Doesn't make sentinels useless. Also, the set is cheaper than it's parts even before you add the sentinel.

The Necron one is really good. You get two multi-part kits, The Ghost Ark/Doomsday Ark, and the Immortals/Deathmarks plus warriors and scarabs. All you need to go with it, is a barge kit, and you've got an excellent starting force.

The Guard one was better when you could buy the box that had a Infantry Squad and a Chimera. It was called like "Armored Fist Squad" or something like that. It's OOP now though.

While it might not be the best for building a brand new player one shot "I haz army", The Dark Angel's battle force is actually a single FOC slot all on its own. Two of them + Sammy and you have a solid starting Ravenwing army.

I think that badger is probably best value for money. Also, badger is capable of taking on any army in the game, as badger can move out of turn, always hits, always wounds, and ignores armour saves. The unfortunate thing is that badger cannot be commanded, and is probably more likely to assault the players rather than other models.

The IG one is awesome because you will use everything in it. The Necron one has the most flexibility. I am also a fan of the BA one because it comes with so many bits. Not a good starting box, but a good box to expand with.

Tau, because it's actually a complete playable army and only has one truly useless unit (the stealth suits) and even they aren't terrible for a newbie who isn't too concerned with optimization yet.

You are correct. Vendettas don't make Sentinels useless, RAPIERS do.

The IG battleforce used to be MUCH better, when it was 20x guardsmen 3x HWTs, and a goddamn Russ. This was also back when guardsmen came in a box of 20 for ~$35... oh the good old days.

I really like the space wolves one as you get a great core, a free drop pod. 2 of those and a hq and you have a good army. Yea tau is playable from the box but it has some bad units in it that you would leave on a shelf most the time.
