Last night in a game my opponent attempted to cast puppet master on my Leman Russ. We couldn't find anywhere saying you could or coundnt do that so we rolled and the dice said we could for this game. But what's the actual ruling? We couldn't figure it out. Thanks!

The actual ruling is: Whatever the Psychic power says it can target, then that is what it targets.

I.E. if it says it targets a unit, then it affects a unit. (Vehicles are a unit).

Puppet Master says unit, and it doesn't require anything a vehicle can't be forced to roll or test against. Seems to me it works just fine.

There is a FAQ about can you pivot walkers while using puppet master, as the walker is predominantly a vehicle then yes puppet master can be cast on vehicles

Hmm but on a focus fire weapon it says if you roll above a 5 on the ld test you randomly pick individual from squad effected. The wording just doesn't apply for vehicles but if it does work on vehicles do you just randomly determine the weapon used if above a five on your ld test.

It works just fine for vehicles.
They normally form a single model unit, so not much need to randomly determine which member (there's only one!), but squadrons would need a random pick.
