Are Quad Guns considered Emplacement Weapons and in such can fire automatically at BS2 or can they not fire at all unless someone is using it?

Quad guns need a gunner to fire them, they cannot fire on their own.

Yup, the quad is a gun emplacement, not an emplaced weapon. Two different things in the rules.

Quad Guns are Gun Emplacements and as such they fire at the closest enemy unit at BS2 unless there's an unengaged friendly model in base to base contact with the Quad Gun, in which case you may choose for that model to fire the Quad Gun instead of his own equipped weapon. He fires it at any target within the Quad Gun's 48" range based on his own Ballistic Skill, adding in any of his special rules like Deadshot or Precision Shots for example.

We can help out by pointing out you are incorrect.

Quad Guns are Gun Emplacements (page 114); Gun Emplacements per page 105 require a model in base contact to fire.

AS pointed out you are confusing them with Emplaced Weapons, page 96
