I too just joined a Flames of War escalation league here in New Jersey where I live that starts at 600 points and then goes to 750, 1000 etc. Let's admit 600 points, (750 is quite close as well) is bare bones and no list is going to be complete save you running a Romanian reluctant conscript peasant infantry army. Tallk about an armpit job to be that Battalion's commisar!
I am running a British (1st Polish AD) tank company to start and my 600 point force is essentially 6 tanks and a single Motor Rifle platoon. Not much to write home about other than the fact my Poles will be Fearless and hopefully note run away that much!
I have a cousin who runs Russian Strelkovy Infantry and when you get to higher points where you can support them properly with full infantry companies, ISU assault guns and Soviet God of War artillery batteries they are easily one of the best armies out there. The only army I have ever seen consistently beat a full Strelk horde is the American Mech Rifle company because it just has so many damn machine guns.
I would just aim to enjoy the 600 and 750 games and learn your force as well as what others around you are playing. Then as your league escalates you are able to plan for certain armies a little easier. If you notice tons of armored company players then go heavy on AT. If you notice infantry heavy armies then get those Maxim MG companies next. The one beauty of the russian Strelkkovy list is that it is so adaptable to anything that it faces in battle.
Reaver pretty much hit the nail on the head. I would run under-strength companies and support them with sappers which any tank commander is going to think twice about charging into your infantry blobs when they have sappers with them.
