The ADL and Heldrake give you good air cover. The only thing you have which can touch AV14 are the two melta bikes, expect them to be quickly sorted out if the opponent is running a land raider. The only thing for 2+ saves are the meltaguns and 2 plasma.

What jumps out is that you have 1/3 of your points invested in the noise marines, to get your hands on 4 blastmasters. On the assumption that your opponent isn't too bothered about keeping his troops in cover you could accomplish the same thing with a unit of havocs for less than 200 pts. If the emeny is loving the cover then you have the baleflamer.

WIth the troops you have the basic tactic I presume will be:
Noise marine unit sits behind ADL
Noise Marine unit sits behind ADL and advances after a few turns if objective close by
Rhino rushes to take distant objective supported by bikes which can peel off to take on tanks.
Heldrake helps with the firebase.

There's not much else you can do and it plays into the hands of the opponent. If they have infiltrators, deep strikers, or even a choice of units to stuff in a transport then they can taylor to fight you.

The way the force appears to be leaning I think you need to tweak it to suit the long shooty game with a couple of unit in rhinos to snaffle objectives late in the game. Basic 5 man units with plasma guns springs to mind. Or standard noise marines with 2 blast masters, smaller units size as possible and shoot from the hatch.
