If an enemy warcaster is in the mage blight zone can it still upkeep spells that are in or out of the zone? Also if the enemy caster is outside the zone can it upkeep spells that are in the zone? Or does mage blight not affect upkeep at all?

That has nothing to do with upkeeping spells. Just casting them.

As above, Mage blight only stops spells being used and feats.

I never get good use out of Goreshade. Mage blight is hard to use and is so expensive. Not to mention it's so easy to circumvent.

Medium based, no upkeep spells. I just can't figure out how to use him well vs others
