It's one of the.old "not mortarion" models from kabuki.

A quick search of the Dakka gallery crops up. Searching Mortarion on CoolMiniorNot will no doubt producer a dozen such models with links in their descriptions. =P

I dig how in a setting where giant, muscled fungus men ride Mad Max cars and use their own teeth as currency, the concept of little engineering dudes with beards was considered a step too far down the aisle of silliness.

Probably because its from the days when they used GW pieces in their conversions, ie the melta gun in the scythe head. Pity that the sculpts made entirely from scratch aren't quite as good as the older GW based ones. =/
