Hey guys, what happens if a captain on a bike (secondary detatchment) joins a group of dark knights?
Who keeps what special rules ? combat tactics/skilled rider etc etc etc

That depends on the wording of the special rule in question.

Yes, I am afraid you are just going to have to read the rule and comprehend it.

Between the fact they aren't a Space Marine unit and they have Grim Resolve, Combat Tactics definitely won't work.

Beyond that as Steelmage says, your best bet is to just look up the rules in question one by one, they are all pretty clear as I recall.
