Hey,
i´m thinking about buying ig as a second army but all if have until now is one lord commissar and 10 cadian shock troop dudes.
I have a budget of roundabout 150-180€ so what would you recommend for the money? I´d like to field at least a 1000pts army.

Are you going to be playing in tournaments/at a GW official store?

Let us also know if you prefer using a hoard style build or a mech build. Either way you are going to need a few boxes of troops. If you rather search ebay I am certain you can find people unloading troops for a fair price.
If you go mech you will need chimeras, LRBT and maybe a manticore depending on your playstyle.

What he said, but I'd consider a Leman Russ even with a footslogging list. If nothing else, seeing a gun that big attached a 14AV tank scares the gak out of people at 1000 points.

yeah, i´d like to use original gw minis.
Is blob still viable? i´d rather have a personal tendency to going for an heavy focus on infantry mixed with a lot of tanks. is this viable or is it better to focus on only one feature?

Well, strictly speaking I'd say mech lists are considerably more powerful than mixed lists. I don't think I've ever actually played against or seen anyone play against a blob IG army so I couldn't comment there.

I might suggest the flyer option...
1 Chimera platoon on board to survive 1 or two fire phases.
3 to 9 Valkries/Vendettas.
Troops on board the valks/vendettas to objective claim.
Valkries are good at anti-hoard with their missile launchers.
Vendettas - well good anti-air and good anti-tank.

Honestly, the biggest decider on what type of list to play is what kind of games you're playing. If you're playing competitively go mech, if you're playing casual/friendly go for mixed and if you have a bitter, bitter grudge against your wrist go blob.

No matter what route you take, you're going to need to start with three boxes of infantry and some meltagun or plasma gun bitz.
Once you've got that, then you just need to decide if you're going mech or foot, at which point you buy three chimeras, or three more boxes of infantry, respectively.
