Yep, Coat'd Arms are pretty easy to come by. Black Hat has an established distribution chain, so you can get them readily in most areas of the globe or order direct from them online.

Those are the old, old GW paints. You are probably looking for the old GW paints though there were a few variations between the old, old paints and the current line of paints.
I think France would have actually been two variations back though as I had recalled seeing something which indicated that the paints just before this current batch of paints were actually made somewhere else other than France.
As far as another company who is still selling exact matches for the line just prior to the current (which is what I assume you mean by the old paints) - I don't recall seeing that. I would not be surprised if they were though, however it would likely be a local line of paint (comparable to Derivan Minis Paints in Australia).
They are not too hard to source though still. I know one of the hobby shops near my house has a rack full of the old paints still.

No-one produces the paint line that GW just replaced, well not as of yet.
Best bet is to just use the Vallejo Game Colour range, as it is designed to replicate it.

It's a pretty good range, has things like the old terracotta, hawk turquoise, catachan green.

The USS Orinoco was a Federation Danube-class runabout that was in service with Starfleet in the late 24th century, attached to Deep Space 9. It was outfitted with a sensor pod.

I'm maybe being nostalgic, but I remember all the paints being better than the current ones, except the yellow and red wouldn't cover well at all. I'm seriously tempted to ditch the few GW ones I have and go back to the Coat D'Arms range as I knew exactly how to work with it... madness? Or worth it? Finger is hovering over 'Buy Now' on the whole 77-paint Fantasy set...
