War Walker Pilot with Withering Fire

So i'm playing Eldrad for the 1st time next week.
My list is an Ulthwe footdar shooty army. 2 Squads of guardians, 3 Walkers with Scatters, an AT Wraithlord, AT Falcon, Avengers, Fire Dragons, 4 JB's and a squad of Spiders.
I'm running a 2nd Seer, as my Warlord (campaign).
Now, my question is which of the two should I change powers out for?
I plan on sticking Eldrad and the Seer with the squad of Avengers, as a DIY deathstar unit. I can either afford 4 powers to roll on the 2nd seer, or spend the points elsewhere. Obviously, I want Forewarning, Misfortune, and potentially Perfect Timing (please, charge my Bladestorming Avengers). I'll keep the walkers close, within range of guide/prescience, and getting a cover save from being behind the Avengers (potentially fortuned). Ideally, I want this Avenger unit to have fortune and Forewarning up all game long.
Keeping the codex powers with Eldrad gives me 2 casts of fortune, and doom. I can also Mind-war and do other funky stuff. But then I can only cast 2 of my potential 4 BRB powers.
Keeping the codex powers (3 powers - guide, doom and fortune) on the Other Seer saves me points, and I can cast prescience twice with Eldrad, while my Farseer keeps fortune and doom up. Guide for use when doom is not applicable (Walkers shooting, and during the 1st turn when nothing is within 24')
Thoughts?

Theirs no right answer to this question because it all depends on what you're facing at the time. If you face helldrakes then fortune doesn't help you that much because your infantry doesn't have a save to reroll. I think you either pick: eldrad and a seer with only fortune, or go all the way and get a seer with 4 (cheapest) powers, stones etc.. Eldrad can switch his powers if needed (4+ inv save comes to mind..).

If you are running Harlies, Wraithguard, the Avatar or a Council then you need Fortune to maximise the strengths of those units, the rest of the time you don't gain anywhere near as much from it. Fortuned Aspect Warriors or Guardians still just get shot off the board. As Guide is just an inferior version of Prescience that means that really the only power that the Eldar codex offers that is unique is Doom. Its still a very powerful ability, basically as strong as Misfortune which is the pick of the Divination buffs (aside from the default). I run an Avatar in my foot based list which means I'm stuck with the Eldar powers, if I didn't have him in the list I would swap asap.
Based on your list I would probably look to swap for rulebook powers most of the time. Definitely roll for the normal Seers powers first though, if he gets exactly what you want then work out if you need Doom (for completely infantry armies or lists with mass T5+) and Fortune (if the matchup is probably going to see your Warlord getting targeted heavily, or if you have a unit which really needs it). If you don't just swap for rulebook powers. If your Seer doesn't get the powers you want/need then roll with Eldrad as well.

I agree that you must decide at game time if you want to swap.
Easiest solution is to run Eldrad / Farseer, swap one out for book powers, keep the others Eldar powers. Eldrad casting the same power twice is nice, so you could even figure out game time who would be best with each set. Heck, i've seen people running for Invisiblilty and not rolling on the holy divination tree to some good effect.
Eitherway, try it out and report back!

I switch out Eldrad for BRB powers always cuz' he gets 4 rolls. I keep Doom and Fortune on the regular Farseer, he gets only 2 rolls.
I only use Divination!
In 2000pt. games I always use Eldard and a Farseer and go Doom and, try for Misfortune
Prescience + Perfect Timing + Misfortune + Doom + D-Cannons = Any squad of StormShieldNators dead in 1 volley. Happened 4 times in 3 out of my last 6 matches; didn't necessarily win all 3 of those matches but, it's still good.

That is incorrect. Power swapping is done right before deployment just like with Warlord Traits.

Thanks for the discussion guys.
I will be swapping out the Seer hoping for misfortune, and then MAYBE Eldrad. I like this as I've been wanting to try out mindwar.
Not sure what it's like where you guys are, but at least for me, locally, tournaments need you to indicate on your submitted roster if you are going to swap out powers for BRB ones. I think this is fair too.

Must be dependant on your event. This was not the case at the 3 local ones I've attended (2 different stores) nor was it true at TSHFT according to my friends who attended.
