Not sure this the right place for this,
But I was reading about some of the special rules for rolling 2D6 for armor pen and most of the special rules say
Roll 2D6 for armor pen against vehicles
Does this mean that you don't get that benefit when rolling against fortifications since they are not vehicles?

Per page 93, you shoot at a building as if it were a vehicle.
