Anyways my brother is steaming through Super Robot Wars (ok ok, Taisen to you purists  ) Z 2nd and I know that many mecha series do make scale kits/toys for their mechs so I'm curious to know are there any common scales that many mech series do so I might be able to have a little wargame with them? Or even mixed scales so that I dont have to worry about some mechs being 1/4 the size of others aside from really big ships (scope dogs would look pathetic right next to mazinger!)

You can usually find 1/144 kits for most of the popular series.

My son is heavily into "Gundam" and sources his kits via Hobby Link japan (HLJ.com).
I would suggest a quick visit to their site and look at what is available for Gundam in 144th scale or probably better 1/100th.
1/100th models are roughly equivalent to 15mm and so you wanted you could add some vehicles infantry from generic sci fi ranges (GZG etc). Bonus is that these are little kits so if you can find a cheap source you can have fun kitbashing
As for rules there are a few freebies around but try Mekton Zeta - the site offers a free set of introductory rules to get you going - Mekton Alpha. At a push you could also adapt Battletech or More likely Heavy Gear.

Heavy gear uses a mecha not unlike votoms - and they're around 1/500 scale.

There are a few mecha tabletops like Heavy Gear, Battletech and Mech Warrior where mechas usually stand on about 30mm bases.
Then there are plastic kits. Most of them have a deformed and a 12cm variant whatever the scale. Gundam 1/144 is about 12cm.

Mon Poc by Privateer Press is fun and it definitely has a kaiju effect but has a faction for super robots. They are not too expensive.

May I please pimp MechaWar from One Pound Wargames? It's designed for mechs of a range of scales, but assumes a size of 1"-2" for each mech.
