A chapter is generally 1000 marines, divided into 10 companies. However stormtalons/ravens, landspeeders, gun emplacements, etc. are crewed by marines as well. Are these marines counted towards the 1000 marines in the chapter, or are they in addition to that?
Also, how many tanks, dreadnoughts, air support, artillery, etc. units does a chapter generally have at it's disposal? I am trying to make a full company of marines and I would like to make it as numerically accurate as possible as to all of the equipment they have access to.

Its been hashed over quite a few times and the general consensus is that the 1000 marine limit only applies to the 10 companies. Marines outside of company structure don't count.
The estimated numbers for a chapter at full strength were somewhere between 1200 and 1500.
Marines manning the chapter's fleet, vehicles with dedicated crew, the Armory, Reclusium, Apothecarium,Librarium, and the Honor Guard are examples of marines not in the company structure.
Vehicles with dedicated crew would be Land Raiders, Predators, Vindicators, Whirlwinds, Stormravens, Stormtalons, Thunderhawks, etc... Basically anything that isn't a Rhino or a Razorback.

 I don't know if I'd call it a "consensus".
Some people will argue against it to the death in defiance of all logic and reason, despite the fact that it would take over half the Chapter just to crew the various vehicles and space/aircraft that exist in a Space Marine Chapter if you drew the manpower from the Battle and Reserve companies.

That really depends on how old the Chapter is, how rich they are, how good ties they have to the AdMech and whether they've made a habit of losing stuff in battle or not.
The Blood Angels, for example, are old and very well equipped. Their armory holds 20 Predators, 18 Baal Predators, 5 Vindicators, 7 Whirlwinds, 43(!) Land Raiders and 51(!) Stormravens. The Librarium has 5 Furioso Librarian Dreadnoughts. Also companies have a total of 5 Furioso Dreadnoughts and 21 Dreadnoughts in operation. Fleet Command has 2 Battle Barges, 7 Strike Cruisers, 16 "Rapid Strike Vessels", 36(!) Thunderhawk Gunships and 3 Thunderhawk Transporters. The number of available bikes, landspeeders, Rhinos and Razorbacks isn't specified.
A newly founded Chapter isn't going to be anywhere close to so well equipped, but one could expect them to have Rhinos/Razorbacks for all squads, enough bikes that they can outfit one of the reserve companies with them and enough landspeeders for a squadron or two. edit: and a Battle Barge ofc, with some support craft and a few Thunderhawks to move troops.

It also depends on how much of a pack rat the chapter is. Repurposing old equipment from other chapters isn't unheard of. A chapter that gets destroyed will probably have nearby chapters descend like vultures to scavange their equipment.

There is no consensus. It depends entirely on which source you are looking at, and so is based entirely upon personal preferences. Some people prefer the idea of dedicated drivers as part of the supernumaries (Chapter personnel not counted towards the 1.000 warriors limit, like the Apothecaries and Librarians), whereas I myself see them being drawn from the rank-and-file on an as-needed basis for maximum adaption to a specific mission/battlefield, as inspired by these descriptions:
"The Assault squads of the Battle Company may be deployed as Bike squadrons or Land Speeder crews, should theatre conditions require it. Most Space Marine deployments will consist of a single Battle Company heavily reinforced by elements of the Veteran, Scout and Reserve Companies."

"Unless their mission is very unusual, every Ultramarines battle force will be based around at least one Battle Company. Sometimes it will be supported by detachments from other companies. Some members of the Veteran 1st Company and the Scounts of the 10th Company will often be attached to the Battle Company, as will a number of battle brothers from the 6th and 7th Tactical Companies operating the supporting vehicles. The reserve companies are just that, reserves. They will be used to replace losses in the Battle Companies and crew vehicles."

Of course, some people will argue on the assumption that a Marine Chapter absolutely needs to use all its vehicles all the time rather than keeping them on hand as options (similar to alternate weapon loadouts in the armory). Some may also be confused by the use of the term "Reserve Company", thinking more along contemporary lines (units initially held back from battle but ultimately meant for independent operation) when in 40k they are more of a supporting element - at least if one were to go by GW's fluff. Again, the various sources of fluff will differ on details such as these.
As to your other question regarding vehicle numbers (and patterns!), I really don't think there is any sort of standard here. It depends both on when the Chapter was founded as well as on the Chapter's intended role and adopted tactica. There are quite a few Astartes Chapters who seem heavily specialized - an example being the White Scars and their focus on bikes.

Every chapter is different, so there is never a "standard". For my personal chapter fluff I prefer the idea that vehicles have dedicated crew who are trained by the chapter armoury who may later on be promoted to become a techmarine. This DOES NOT include fleet based vehicles like thunderhawks as bio/cyberneticly enhanced serfs can fulfil this role. Bikes and land speeders are crewed on an as-need basis from marines within the 10 companies (usually from reserve companies). This means there would be about 1500 astartes within my chapter, 500 of which are mostly vehicle crews.

Except perhaps amongst those chapters who actually adhere to the Codex Astartes..
As regards to standards Insignium Astartes says that 'most' chapters have 20-30 Land Raiders and a similar number of Predators.
On the company level the 3rd edition vanilla codex put the a full strength battle company as having:
25 Bikes
5 Attack Bikes
5 Land Speeders
5 Land Speeder Typhoons
5 Land Speeder Tornadoes
15 Rhinos
4 Dreadnoughts
Even the Ultramarines only had a single company with a full compliment of everything however.
Personally I don't think the age of a chapter is overly relevant, even the best equipped and best led chapter could lose all of their vehicles in a single engagement, it all comes down to whether a chapter has the political capital or technological savvy to replace typical losses. If anything I think a new chapter would be more likely to have the codex standard numbers: it makes no sense to go to the time and effort of creating a chapter without giving them ships to get where they need to go, and it makes no sense to do that if you're not going to give them the necessary equipment for them to do their job when they get there.

This confuses me. It seems like if I were chapter master I would rather have my serfs driving rhinos than handling superheavy atmospheric transports/gunships carrying 1/3 a company and titan class weaponry. I can see serfs driving rhinos and maybe even razorbacks, but I'm sure that Thunderhawks are flown by full fledged Marines.
