If an 11 is rolled on the warpstorm table can you target a psyker who is embarked in a vehicle? It seems like you wouldn't be able to place the herald anywhere.

Placement isnt an issue - you would use the ruels provided to measure tot he hull of the vehicle.

However there is a BRB FAQ stating you cannot cause a model in a vehicle to take a Ld test from an effect

Q:Can psychic powers or other ef ects that cause a Leadership
test,for example the Tyranids’ Psychic Scream, affect vehicles
