Had an interesting point raised during an apocalypse game at the weekend, one of my opponents reserves came in there was a librarian attached to a squad of sternguard, this is a pretty similar set up that I use all the time also, they arrived quite near some of my other units and a turn later were on the move, I had stompas and other big scary units to be worried about, however in his shooting phase that turn he used all of his warp charges to activate his powers, meaning he had no charges left to activate his force weapon.
I've never been in that situation, as with my librarian I always save one for the force weapon if I ever get involved in combat (since he's with sternguard it's unusual that I'd ever be charging.).
So I was wondering if he cannot activate his profile what would the abilities of his attacks be? Since it is technically not active is it treated as a mundane weapon meaning no additional benefits and ap -? or does it still have it's extra strength and AP bonuses (dependent on weapon) but not have the force rule?
We played that it still had its abilities, but it's just something I couldn't spot when I had a quick flick through the rulebook. As it's rare for me to be against force weapons as most players I know either don't use them or can't get access to them.
I just thought that in fluff terms if it is not psychically charged then it'd just be a basic weapon since it has no active field or do force weapons naturally have a power field like power weapons? Although in rules terms I think it would make more sense that it does have it's abilities just without the force option as all other HQs have power weapons etc as a basic so it'd suck to have to waste a charge every turn just to make a librarian not terrible in combat as it is taking away from his real power (his ranged/buff/hex type powers etc.).

The weapon itself is also clear on what it is 'without' a warp charge spent. (aka functionally identical to a power weapon of the appropriate type, typically)

Indeed, Force weapons are Power weapons whether or not they are activite (active FW = PW that IDs), and a player does need to be mindful of retaining a Warp Charge to activate it if they plan on using it in CC.

See BRB p66, the section "Generating Warp Charge," for when you generate warp charge (obvious, no?)
And see the USR "Force" for how long the activation lasts.

No, you have to re-activate it.
A lot of powers in codexes require you to activate your power, either in your opponents phase as well as in your own.
If you have 2 warp charges, you may (usually) cast 2 warp charges per player turns. Your warp charge is wasted if you don't have a spell that can be cast in your opponents phase. (or a spell that can be cast in your own phase, for that matter)

Force weapons are active for the ongoing turn
so you can use them on each player's turn, but you need to roll every (player) turn
