Since you can give them terminator armor with a storm bolter + power weapon can you trade out a storm bolter for the hellrifle?

Which would be 25+40+15 points= 80

I'm afraid you can't...

The entry for Malleus Inq states clearly what you can trade the storm bolter for (page 87), so I think it can be traded only for one of those four weapons.

Sorry to say, but this is saddly true. Once your Inquisitor goes TDA, your options narrow down quite a bit. Thankfully, though, those few options are still well worth it.

It's not the fact that it says he can swap his Storm Bolter for certain things, it's the fact that when he upgrades to Terminator Armour he loses his bolt pistol and chainsword, and those are the only things permitted to be swapped in the other upgrade list.
