So having a bit of a rule debate, which basically boils down to this, can a Tank Shock be performed by going Flat out?

I don't think it's ever explicitly stated, it's merely implied by the Tank Shock rules. HOWEVER, this rule on page 72 makes it impossible to do otherwise anyway:

"A Tank cannot move Flat Out in the same turn that it performs a Tank Shock."

"A vehicle that has perforrned a Tank Shock cannot move Flat Out later in the turn." P. 85

"When moving a Tank, the player can declare that it is going to attempt to Tank Shock instead of moving normally." P. 85

These rules also say that Tank Shock happens in the movement phase.
