Subtract one twin-linked devourer, add lashwhip and bonesword.
Every time a lone Hive Tyrant is fielded without a lashwhip, baby Hive Mine cries.
You're going to be in assault. It is the whole purpose of Hive Tyrants, even those with wings. The best way to win in assault is to take no wounds, the best way to take no wounds is to go first.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."
This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

I run my Flyrant with dual Devourers fine - it also doesn't get into assault unless I want it to. Flyrants are highly maneuverable. Don't keep them in Swoop, use their Glide movement to do some more reliable movement and Swoop to move large distances and launch attacks. If you use movement properly, it's very easy to avoid getting inao assault, and keep those Devourers pumping out more and more shots. The Flyrant is fine, without a Lashwhip and Bonesword, in assault, It's still got high Initiative, the same amount of attacks and the same strength. All it really loses out on is the ability to instant kill characters like a Force Weapon. I'll gladly take an additional pair of Devourers over that.

I would disagree, the Dual Devourers is better. It allows you to reliably one shot a Rhino, or a Chimera from side armor. Also, against Flyers you need every shot you can get. Flyrants are high Initiative and already Ap. 2, LW/ BS doesn't help much. They shouldn't be going after any "super" characters that the LW might help against.
Hive Commander is great if you're taking 2+ units in reserve, otherwise Old Adversary is just as good!

If flying only one way to go x2 twin linked devours nothing else will do unless he's on foot.

No, actually you don't need your Tyrant in assault every game. I've had plenty where they never left Swoop mode. The extra 6 shots take you from barely glancing a Stormraven to on average stripping 2 HP and with a little luck nuking it in one shooting phase.
The lash whip just isn't worth the opportunity cost most of the time IMO.

What this also shows is how ridiculously good Devourers are right now in the Tyranid codex. Hive Tyrants basically come in three varieties - Tyrant with Devourer and Laswhip/Bonesword, Tyrant with Dual Devourers, Flyrant with Dual Devourers. If someone deigns to use a Carnifex, it generally comes in two varieties - naked, or Dual Devourers. This isn't only due to other options being bad, but due to MC Devourers being incredibly good compared to their points costs. S6, Assault 6, Twin Linked, even lacking AP, is quite simply great. S6, Assault 12, Twin Linked is absurd. The only units I've seen that have any durability to them are AV13+ vehicles (since they can't be hurt) and anything in power armour (because they're going to save most of the shots and are generally in units of 10). Anything with a 4+ save or worse is just going to take progressively worse casualties, and AV12 and under tanks are just going to die to stripped hull points. Even units with 2+ saves will take decently high casualties due to generally being in smaller squads, and needing to take so many saves. It's the single loadout I expect to get hit by the nerfbat with a new codex, and why I am hesitant to actually put arms on my Flyrant still or order more to magnetise for my Carnifexes.
