Should probably be moved to Tactics.
It depends on how you define "best".
Best at taking out enemy flyers? 2 TL devourers on a Flyrant.
Best at denying cover? Impaler Cannon.
Best at penetrating armour? Depends on whether or not you count psychic powers. If you do then Warp Lance if not then Rupture Cannon.

Really the best weapons, in all forms, are Devourers and Impaler Cannons. Flyrants, take Devourers. Gants, if you want shooty, take Devourers. Also, Spore Launchers are great.

The question needs defining as to what is carrying it and what is the purpose...
Guants - Fleshborer - cheap 2 figs + 2 wounds per 2 shots OR
Devourer - 1fig+ 1 wnd per 3 shots with range\
MCs- Hands down - 2 TL devourers - accrurate and good for up to AV 12 vehicles
Anti-tank? Really it is the hive guard.... ROF plus lack of needing LOS makes it good.
