Without seeing the exact situation it can be hard to tell.
But I when I play with them (which has been a while-guard sidetracked me) they can usually give cover to warrior sized models easily. Anything bigger depends on how you've modelled them and where the different units are on the battlefield.
Depends what it is. Warriors, Hive Guard, etc, then yeah probably. I'm not so sure about Monstrous Creatures though. Gargoyles obscure Monstrous Creatures far more easily.
