Just want to know what is the best way to kit out eldar vypers for an army that has
no other jetbikes and what sort of job to use them for.

Pretend they are are warwalkers and give them double shuriken cannon. It's harder to protect them, though, since you can't use the cover/fortune trick nearly as easily.

how is it effective?

You just get a ton of shuriken cannon shots and you torrent stuff to death. For example, you can kite most assault troops forever with these things and shred them in the process. Even teqs fall to volume of wounds. The issue is when your opponent shoots back. But at least there's jink. It's something.
