So in a month or 2 im gonna start marines and ive planned what im gonna get.
Captain
BF
Rhino
dev squad
This gives me:
25 Marines
5 ASM
5 Devs
Captain
2 Rhinos
5 scouts
I came up with this list
Chapter Master (Relic Blade and Artificer armour) 170
5 Sternguard (Rhino with Dozer Blade) 165
Tac squad (MM MG rhino) 210
Tac squad (PC PG ) 185
Dev squad (4 ML) 150
total 990 points
So give scrutiny and advice and tell me if it sucks

Actually, that's a really good first list, imo.
I like the HQ with the artificer armor and relic blade.
I might give the sternguard a drop pod, but that makes them a big sucidish. I'd give them combi weapons even with the rhino options. Actually, I'd give them a lascannon razorback in a perfect world.
Give the tac squad sergeants combi-weapons.
The devastator squad is a trap. MLs suck hard in 6th, regardless of what the apologists say. You don't want generalist weapons. You want specialized weapons.
For heavy support, I would go with a thunderfire cannon or dakka pred and use the points to pimp out your other guys with combi-weapons.
And get a transport for the third squad if you can. You might need to go down to captain at 1000 points. 170 is a lot for a single guy at 1K.

Thanks for the advice but its kinda a fluffy cos its my own chapter and i like the S 10 AP 1 Bombardment. What should i give the devs?

This isn't a terrible beginners list. Martel has a lot of good points. I +1 the TFC instead of missile devs. I use a SW list and I'm stuck with MLs on my Long Fangs (devs). They're incredibly mediocre. However, I'd just like to add:
Any chance of using a Librarian instead of the Captain? Librarians are a big old pile of awesome. Null Zone and Gate of Infinity are cracking powers. Avenger is great too.

TFC with drop pod (Use to distract and block LoS)
So TFC sits and shoots stuff drop pod blocks LOS from long range shooty units like lootas and devs.
Sternguard and CM acts as a core strike into the enemy lines (Love the relic blade  )
Tacs squads do there thing

Gate allows you to pick up your libarian and attached squad and deep strike it anywhere within a @@@EDITED@@@ distance.
My thoughts are sternguard can be successfully left in the back and they can shoot up any infantry. If you want to Gate them, then you should spend the points and give them combi-weapons.
The other thought is either add a MM or Lascannon to your squad of devastators... The sergeant can up anyone to BS 5 so why not give him a weapon to really have it pay off?

Good choice. Vanilla devs are frankly very inefficient, and I don't think the DA or BA ones are incredibly better. Heavy weapons on vehicles can move and fire and can often use that to great effect. The TFC doesn't need to move, as it can ignore cover
