At least for Adepticon, the largest independent wargaming event in the country (I think), they are apparently permitting the Malediction and Blessing of a Zooming Flyer or Swooping Monstrous Creature, read the bit on page 2 of this pdf link about Objuration Mechanicum (a Divination Malediction):

http://www.adepticon.org/wpfiles/2013/40KAddendum.pdf

Notice they say they suffer the other effects, which can only mean the Malediction affects them as any other unit.

Also read the GW FAQ rule:

Q:How do maelstroms, novas and beams – or indeed any
weapon that doesn’t need to roll To Hit or hits automatically

interact with Zooming Flyers and Swooping Flying Monstrous
Creatures? (p13)
A: Only Snap Shots can hit Zooming Flyers and Swooping
Flying Monstrous Creatures. Therefore, any attacks that use
blast markers, templates, create a line of/area of effect or
otherwise don’troll to hit cannot target them. This includes
weapons such as the Necron Doom Scythe’s death ray orthe
Deathstrike missile of the Imperial Guard, and psychic
powers that follow the rule for maelstroms, beams, and
novas

This FAQ ruling is very specifically limiting only to weapons/psychic shooting attacks. Maledictions and Blessings are not weapons, they are not psychic shooting attacks, they do not cause damage. Maledictions and Blessings cause effects once cast and not Denied The Witch, they do not say they hit automatically, they do not roll to hit at all. Seems clear to me. You can Divination your Storm Ravens, and Misfortune the Daemon Princes. Or vice versa

Yea the Adepticon guys say this too "Zooming Flyers do not suffer the Strength 1 hit with the Haywire special rule when targeted by the Objuration Mechanicum psychic power. The other effects of the power apply normally. [pgs. 3 & 6, W40KRB FAQ]"

Which really has no bearing on RAW, but it is how Adepticon would (will) play it.

I'm confused are there people who would disagree with this ruling?

It seems that the Adepticon FAQ ruling is entirely in line with the RAW here.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

There are, and have been a few threads about this already. Not sure why the need for another one.

No, the FAQ is not specific "only" to what is listed, it is INCLUDING what is listed. Meaning that is not a comprehensive list of things disallowed. Blessings are not an attack however, so would be allowed. Maledictions *are* an attack and do require a target and do not roll to hit, which means they "should not" be able to target the flyer without skyfire. This is, of course, my interpretation.

Per RAW a malediction is not an attack. In a permissive rule set you cannot consider something an attack unless the rule book says it's an attack.

Every word in the BRB is not defined, sometimes we have to use the standard definitions.

We know this because there is no definition of "Remove", "Following", or "First" in the BRB.

I think Adepticon's ruling is a reasonable one. It obeys the stricture that you can't inflict hits on a Zooming Flyer without snap shooting, but it doesn't broaden that into an across the board prohibition on Maledictions which isn't supported by any explicit text.

Not exactly the call I would make but I do agree it's a reasonable enough assessment to go along with.

I would say it is right, as you can do blessings and maledications while locked in combat as they are beginning of the movement phase psyhic powers. I would look at it as blessings mainly, I do play it as I can bless FMC's so the flip side is I you can maledict FMC's and flyers.
