According to the BRB you get a 4+ save if your vehicle is 25% obscured and with jinx you can get a 4+ or 5+ cover save (depending if you moved and/or moved flat out). Now what would happen in this example:

A ghost arc moves flat out (giving a 4+ cover save) but ends its flat out move 50% obscured from say a predator with laz cannons. If the ghost arc is fired on with the laz cannons would you take a 4+ cover save (either the obscuring save or the jinx save) or would you take a 2+ save (since both are 4+ the summed amount would be 2+)?

Cover saves do not stack. So you have the choice between 2 4+ cover saves.

Just because you two cover save types doesnt mean they stack. Example. Orks are in a creator - they have a 5+ cover save. Simple. Now that same unit has a Big mek with a KFF granting another 5+ cover save. The ork unit now has 2 5+ cover saves to pick from, but can only choose 1.

The only time cover improves is with things like, stealth, shroud, and going flat out which increases the jink save and or cover save accordingly.

Isnt is 5+ if 25% is obscured, and a +1 to that if you cant see the facing of the vehicle.

Page 74 explains that a 25% or more covered is a 4+ save, and page 75 gives an example

Are you reading the 6th edition BRB? "4+" doesn't exist on page 74 in the BRB (it just explains that 25% means obscured), and page 75 says "If the target is obscured and suffers a glancing or penetrating hit, it must take a cover save against it, exactly like a non-vehicle model would do against a Wound (for example, a save of 5+ for a wood and so on)." and goes on to say "If a special rule or a piece of wargear makes a vehicle obscured even if in the open, this is a 5+ cover save, unless specified otherwise in the codex."

So in other words, no it doesn't.

ObscuRED Vehicles
In these 3 pictures a unit of Eldar Fire Dragons are shooting at a Space
Marine Rhino. In each case thev are in its front arc.
Picture l: less than 25% ofthe front of the Space Marine Rhino is
hidden by the ruin - the Rhino is not obscured.
Picture 2: More than 25%of the ftont of the Space Marine Rhino is
hldden by the ruin - the Rhino is obscured and will receive 4+ cover
save from the ruin.
Picture 3: The entirety of the front of the Space Marine Rhino is hidden
by the ruins. However, paft of the side of the Rhino is still visible The
Rhino is obscured, and gains +l to its cover save) for a 3+ cover save.

Did you read the example just below that?

EDIT: also your right if there was a special rule that made it obscured however according to the example its still a 4+ up save

That's because in the example in the book the rhino is obscured by ruins, which would give a 4+ cover to a nonvehicle unit. If the example had been with a tree covering 25% then it would be a 5+. There is no "blanket statement" 4+ obscured for vehicles anymore. Their save is based on whats obscuring them. Except for flat out and jink of course.

There is no general cover of anything, it all depends on what a model is hiding behind. A vehicle which is obscured get a cover save. Then determine what is granting it the cover, and depending on that is the cover save you get.
