It has potential. The IC (whether Kharn, or Abaddon, or Typhus) makes the big unit of cultists Fearless, and they're pretty cheap for that many scoring wounds.

However, a lot of armies are capable of putting out tons of antiinfantry firepower nowadays; especially stuff like Grey Knights throwing out tons of S5+ shots, and IG blobs throwing FRF, SRF, both of which are nowadays easily enhanced with Prescience so they're much more accurate.

The unit's also not very mobile; so if your opponent has some assault unit capable of beating it, they can usually set up that assault pretty reliably.
