Either way, no.

One of the reasons that Gorebeast chariots seem so good... d6+1 KB impact hits when you can't add it to normal ones.

The Tomb Kings KB spell can be added to the chariots.

Umm, why can't the COB's killing blow be given to the Impact Hits?

Impact Hits are melee attacks and can benifit from all special rules unless otherwise stated.

The Gorebeast chariot has KB impact hits, as does Scrag the Slaughterer.

Impact hits are before combat right? The cauldron specifically states that the unit gains killing blow in close combat.

They're still done in combat, just before all other blows are struck.

The book even defines them as melee attacks.
