I personally think the the IG would demolish the first list but let me know what you think.

Well, you need to flesh out the CSM list IMO. A 145pt lord in 500pts is a tad too expensive, so I suggest you go cheap or you go sorcerer. Also, if you have a squad with CCW, leave out the plasmaguns and instead take melta or flamers. This allows you to fire your special weapons and assault afterwards. I also do not recommend buying the CCW as an extra, but instead just replace your boltguns with them if you're gonna' do melee (its free after all). So, I think you should - at that point limit - just replace the power fist with an extra Lightning Claw, or just take one LC and the JP and SoC. A mark for a CC squad wouldn't hurt btw. I recommend MoK.

About the IG I am not sure, but as it is now it seems to wreck your Chaos list.

at 500 points ig > chaos so bad its not even funny

I think your IG is better. At 500 and using chaos, I would run

Lord or Sorc, MoN, maybe a melta bomb

Plague Marine, 1 melta, 1 flamer, rhino, hml (hq goes here)
Plague Marine, 2 melta, rhino, hml
