What is the best way to deal with TH/SS besides avoiding them?

Which Unit of Chaos Space Marine can slay Terminator w/ TH/SS in close combat very well but cost less than a terminator?
I have only tried Abaddon, and he does the job exceptionally well but once I run out of Champions to circumvent the challenges, he wastes his attacks.
If terminators only get 1 attack after a charge (2nd round), then I think I want to bog them down with 30 cultists. At the moment I only have 10 cultists.
I wish I had something cheap as genestealers that have rending.
His list from what I remember is
Belial
Termi x5, 4 TH/SS, (Sergent no upgrade)

ADL, Icarus LC
He splits his 10 men Tac squads into combat squads. He would flank his ADL so that the 2 missile squads can deploy on top of a building to provide coverage where his Icarus Cannon can not see. The ADL is manned by 1 Tac squad while the 4th is nearby trying to claim the closest objective. The ADL is sometimes also guarded by 1 Termi squad with a plasma cannon. The other 3 would deepstrike next to objectives and he would also chase me down with the slow moving terminators.
Is it possible to for him to have 4 squads of 5 tacs from 2 squads of 10 tacs using combat squad rule and give them each a missile launcher and flakk because of the Dark Angel rules? He has not done that but I am afraid he would if he could.
He wants to eventually play at 2k by adding 500pts of fast attack because his current list is too slow. I think the deep striking is fast enough because he does not scatter and he can choose to arrive turn 2.
I only have 1 drake, but even if I bring more, he can easily shoot them down when he rewrites his list with more flakk by switching out Tacs for scouts and just using 2 teams of 10 terminators instead. Or he can get the jet fighter to hunt down my Drakes easily. Also the Bale Flamer is not AP2 which means that his terminators will shrug it off.
The only 2 ways I know to eliminate TH/SS is insane volume of fire or high AP. However, I dont think high AP is the way to go anymore because the invul save from a SS is 3++.
If my above list does not work, then I think I might go back to using my Abaddon List which I was terrible at using, but I feel that I might be able to win with so many flame throwers. This time I have 16 flamers which I can equip on to my Chosen.

This list has no anti air defense, so I only would play this against him.
or Should I just switch out strategies all together and just try to out number him with CSM
