Here's my DIY Blood Angels Captain. Is he to overpowered? What changes might you make to balance him out?

Morsatra, Captain of the Blood Seraphs 1st Company

WS 5 BS 5 S 4 T 4 W 3 I 5 A 3 Ld 10 Sv 2+

Wargear: Terminator Armor, Iron Halo, Eternal Warrior

Special Rules: Rage, And They Shall Know No Fear, Preferred Enemy: Tyranids, Rites of Battle

Chapter Relics: Claws of the Blood Seraph

Claws of the Blood Seraph: Range Melee S +2 Ap 3 Type Blood Talons (see Furioso Dreadnought wargear)

Points Cost: 250

Chapter Tactics as in the Space Marine's Combat Tactics? If he's a Blood Angel captain, he should probably have their USRs.

Other than that, he costs as much as Calgar, and Calgar could spank him pretty handily. I imagine your character would be an absolute menace to enemy infantry, but if he goes against anyone on his level of points, he'll die horribly.

I'd play against him.

What is the rule that allows other units to use his leadership for tests? I thought it was Chapter Tactics, but it could be something else.

I believe you mean 'Rites of Battle'.

While not necessarily overpowered, there are 2 things that certainly seem out of place on him:
- Eternal Warrior. I know everyone wants their unique creation to survive, but this is really something that needs to be earned. I think GW have been too lenient with its access throughout 5th edition and it looks like they are also trying to rein it in: The likes of Azrael, Ahriman and Kharn are legendary warriors, but do not warrant EW. I would really give this another thought as to if he deserves it, or if you just want to avoid your special snowflake falling to a stray missile.
- Preferred Enemy: Tyranids. There may be a fluffy reason for this that you simply haven't mentioned, but really have a think about this rule: We have a guy who charges on 5 attacks, with a S6/Shred wound roll. Really the only time he is going to lose attacks is when he rolls to hit, and giving him those PE rerolls means he can quite happily wade into a full Warrior/Gaunt mob or untouched MC and just floor it, catching it in an endless cycle of rerolls until everything is dead. I would really reconsider combining the blender rules with rerolls just because you gain unit-killing abilities against an army which really isn't that hot to begin with.

Very good points. I suppose Eternal Warrior would be the first to go. Perhaps instead of his claws being blood talons they could be just normal Lightning claws that rend on a 4 or 5+

Blood Talons look good on a unique character (i.e. a Power Axe without Unwieldy), rending stuff on anything but 6+ is something that's going to be really dicey - especially on items with inherent re-rolls somewhere.

I really need to stay away from the 40K forums.

not knocking this idea of a captain but who chose no? because i chose yes and blueberry [sorry OT] well what i mean't to say is when were you allowed to take an iron halo and terminator armour? isn't it kind of a point-sink? [and not abled to be equipped, well can but gains no real benefit, as both give an inv save????, if you can now then thats news to me. good news that is]

I think you can give Termy captains, or chapter masters, iron halos. The advantage is having a 4++ instead of a 5++

I have to disagree, making an expensive character doesn't make them a special snowflake, tons of generic MCs and non special character ICs cost more than 80 points. Now if he costs over 250 than he is probably a special snowflake, if he has eternal warrior with no explanation he is probably a special snowflake, if he exists to defeat any other SC in single combat than he is probably a special snowflake. If he is a 120 point guy in power armour who is great at cutting down hordes or something he isn't really much of a special snowflake.

I'd tune down the Claws some.
Maybe str 5, rending, shred (So killing Marines on 3's, re-rolling) at Initiative
Remove EW
He's a captain as well, so add +1 WS

Maybe reduce him to 185 pts

If that was done, i dont know if i'd mind playing him

Hidden Blood Talons is overpowered. There's no way around that.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Something with blood talon's, shouldn't be eternal warrior, or independant character. The point of talons, is that they are a huge threat, but you can kill the thing they are attached to before they get into combat. Giving it to an EW character who can sit in a squad, is very much overkill, even if he was otherwise a normal captain.

I could see a mephiston-style character, who substituted all his psychic abilities, for blood talons and a jump-pack, being OK in my book.

I was thinking of just a Termy with lightning claws, but If I could model the actual dreadnought blood talons that could be really cool. It'd just be a matter of smoothly transitioning from the termy arms to the talons.

That would be a good idea. Also, since your character seems geared towards killing Infantry rather than characters, Eternal Warrior's probably unnecessary. Of course, these 2 changes alone mean that your character can reasonably be closer to 140-150pts (the BA captain prices are overcosted, I'd go by CSM/DA costs ideally).
