Hi guys.
Can I get some feedback on this issue? When you move a vehicle in the shooting phase instead of shooting what is the move?
I will explain the scenario, my friend fights with Eldar and he has been reading the rules that if shooting is forgone in shooting phase and he moves his skimmers they can move flat out at 18" this to him reads that he can move 12" in his movement and a further 18 in his shooting phase.
I on the other had read it as he can move his 12" in movement and a further 6" if he does not shoot.
I would love some feedback on this.

A normal vehicle may flat out, immediately moving "up to 6"". Would this mean that a normal vehicle that moved more than 6" in the movement phase wouldn't be able to move Flat Out?
No, it wouldn't. The allowance is for the amount moved in the shooting phase, with no regard to how much was moved in the movement phase. So your opponent is right. If he forgoes shooting he can move 12" in movement, then 18" in shooting for a total of 30" in a turn.

I know they move 18" flat out but do they get that on top of the 12 they have already moved? 30" total?

Flat out moves only happen in the shooting phase, just like running. Moves in the movement phase have no bearing on them unless otherwise noted. Normal Flat Out move is 6 inches, fast skimmers Flat Out move is 18 inches.
Your friend is correct.

Yes it is!
...and np, it's a bit of a shift from 5th edition and I had to double check it myself a couple weeks ago.

Wait until your mate cottons onto the fact that you chose the order of shooting / running; so in the movement phase you move your tank from infront of your shooty troops and in the shooting turn your shooty troops fire and then the tank 'runs' to block LOS to the shooty troops. Think I'll get some more rhinos as mobile walls.

Then they also have their assault move for being Eldar Jet Bikes. IIRC.
