In other words, whatever artistic vision you are seeking license for, you have! I think some Black Legionnaires with Sons of Horus parts would be totally kickin! Are you going to have the Sons of Horus iconography intact, painted over, or defaced? (Any or all of those options would work, in my opinion.) Personally, I'd go with a mix, and I'd also toss in some armor from other legions, warbands, and chapters, just to keep it fresh and varied.
As to the weathering, again, go nuts. You could even mix and match. If it were me in your shoes, I might consider taking a scaled approach based on how hardcore the model in question was. Basic line troops get festooned with mud (or sand or snow or whatever your landscape revolves around), and the farther up the command structure you go the cleaner the armor gets, until you get to your
HQs who are rocking some shiny black, showroom finish armor. Alternately, you could go the other way, with your
HQ's waist deep in blood and entrails (if you like this option, Secret Weapon Miniatures has some nifty resin bases to save you a lot of time in getting all the gruesome details you could want, in
two different
levels of gore!) Of course, you can also use this as an opportunity to do whatever you like with weathering. (Personally, I can't stand weathering my models, but some folks really enjoy it!)
Bottom line is that there isn't a real strict standard with this army that you have to follow. As part of a group so random they are called Chaos, whatever you come up with will probably still be in the realm of believability.
