I want a Bhaal Pred in my guard list, because I just think they're great tanks. Tough, nasty firepower and fairly cheap, plus they outflank.
But what should I take for troops+HQ? I'm thinking a 5 man assault squad in a razorback, plus a librarian for pyscic goodtimes. Though I don't know the BA codex or pysker powers that well, I don't want assault elements since it wouldn't synergise with the rest of my list (Russes/Artillery and mechvets).

The sniper scouts provide you with a cheap, durable scoring unit (although with very little firepower). While a divination psycher can buff your artillery if you need it.

The assault squad in Razorback would give the Librarian a transport as well as a bit of target saturation (though admittedly, this shouldn't be a problem with IG anyway). If you keep the two together and leave the Librarian with Codex powers, you can take Shield and give the two (along with any nearby units) a cover save - since Shield will work from inside a transport.
For that reason, my vote goes to the Razorback - but I can see the value in sniper Scouts as well.
Librarian is DEFINITELY the way to go though. If you don't go for Shield, Prescience works absolute wonders with IG, even more so than other armies. The Reclusiarch costs more and will be wasted if you're not planning on assaulting much, whereas the Captain is the same cost as the Librarian but again is wasted if he's just there to sit there.

The Divination Librarian definitely seems like the way to go in 6th Edition in terms of points value for a HQ choice. Scouts are definitely cheap, and with sniper rifles and Camo cloaks can hole up (and hold up) fairly well in cover. They also Scout, obviously, so might give you more Deployment flexibility along with the outflanking Predator.
My question is: what loadout on the Predator?
What about a (Fast, so can move and shoot) Vindicator, with Str 10 weapon?
Also, I posted a similar question yesterday, but in reverse. What are your thoughts about IG allies for a Blood Angel force? I am also looking to add shooting and numbers to my BA army--what are your thoughts, OP?

If I had the money, I'd attach a Vendetta squadron of two to my BA. Thrown in some plasma vets, and some HQ guy. Done.
For BA, the best pred is likely the auto/las, due to the high cost of the turret upgrade.
Fast Vindicators are solid, but stink against troops with heavy cover, MCs with T6, and they quickly expose their AV 11 sides when moving into firing range. They are good, but not great. In some games, though, they can just be devastating.
For the OP, get a divination Libby. If you want bottom bargain basement, get an assault squad with a hand flamer on the sarge and a flamer in the squad in a razorback with TL heavy flamer. Drive mindlessly towards some foe relying on cover save. Burn with the flaming goodness of the Emprah. Then throw in your outflanking dakka Baal. Or flamer Baal. Although I think Guard flame tanks are better, so I assume you want the dakka version.

Going back to your Dakka Baal, what do you think the main benefit of the Outflanking is for it? Does that TL assault cannon do well against enemy tanks (against side armour, maybe?)

If you get the ignores cover power you're laughing. If not, prescience makes them 50% more accurate; that's really worth it if you're running 2 in a battery.

Well if I wanted S10 I'd get Demolishers. The BA Vincdicator does have an effective 30" range, but that is still too short. Add to that its poor armour value and I think it'd just be a huge weak spot in my list, as side armour is important when you're facing lascannons and autocannons spread out along the table.
The Bhaal by contrast, with TL assault cannon and Heavy Bolters, would be brilliant at breaking up my enemy by getting my enemy's side armour and actually stick around a fair bit with front armour 13. Regarding allying IG with BA, it depends how you play BA. If you're like most BA players, you probably run up to things and bash them in the face, with a few back-field supporting units. If that's the case, a cheap IG component could work out for you. I would take Lord Commissar with camo cloak, PCS with 4 flamers, 3 infantry squads with meltaguns and lascannons. That comes out at 360 points, for that you get a Ld 10 stubborn 31 man blob, with +1 cover save against shooting and can lay down a very decent amount of firepower.
Once you have this, take a look around at the rest of the guard codex and see what you think would work well with your list. For example, a Punisher with Pask and Heavy Bolter sponsons - it will kill AV 11/12 vehicles outright, and kill about 4 marines per turn of shooting, and can also withstand serious firepower from the enemy. Definitely useful in supporting assault troops.

If you're allying with IG, it's insane not to bring Vendettas. You can even toss in an IG squad behind an aegis line and get the commlink.

Nah, they're just a much better hedge against helldrakes than Stormravens. Spamming is not necessary. I can get 6 TL LC for about the same price as a single Stormraven? SOLD!

Yeah, I hear both of you. I AM thinking about just buying IG, actually, so I can run some Heavy Tank formations with air support and cheap troops behind. Like WW2 Russia...  (yeah, I'm a history teacher in the "real world"). I also used to have a buddy who played IG, and he liked the idea that they were just "regular humans" (like us) facing up against the horrors and monsters of the future.
I'm actually weighing that and buying Necrons. What are your thoughts on that tradeoff? I have heard Necrons are pretty formidable in this 6th edition, and with my BA struggles, I figure it might be time to try something new for a while. So, what do you think about IG as an army? As good as Necrons? How would they match up against each other?

IG are a meh army with a handful of omgwtf units that swing the balance in their favour - necron are an awesome codex with a handful of units that actually physically tear a hole in the universe. Seriously.
You can abandon BA for necron if you want, but since BA were silly powerful in 5th, and necron are grossly op in 6th, you could look like you're just hopping between the most powerful codex of the moment.

Yeah, I hear you. As someone who owns two 40k armies and five Fantasy armies already, I am actually more in danger of just looking like someone who is foolishly addicted to buying armies...
It's a shame they're not more balanced, these codexes--weird to me that such massive imbalances occur when the new edition of the rules comes out. It's also strange to me that they change the rules more frequently than they update the Codexes. In Fantasy, for example, there are armies (e.g. Vampires and High Elves) that are going to have TWO new army books before the Wood Elves, Dwarfs, or Bretonnians get ONE. That seems strange to me...for a GAME. For a BUSINESS, it makes sense, perhaps...

Honestly, Mephiston is a great choice. If you took him with some DC you'd have a great offensive threat to add to your IG.
Mephiston's good for taking down troops, MC's, and armor.
Just make sure to avoid any 2+ saves and he's golden.
