So I am guessing you dont want rhinos for fear of giving first blood.

I was going to suggest spliting the 16 into 2 groups of 5 plague each with 2 meltaguns riding in rhinos to get close to enemy faster. If no rhinos then use 2 squads of 5 armed with plasma guns with melta bomb and march them while you use left over points to get a 3 man termi squad with 3 combi plasma to ds in with typhus.

Or form oblits into 1 slot and have them ds with typhus to swiss army knife anything mid range.

Yeah the Oblits DS strategy is one I thought of also, it's an option.

As far as getting to enemy fast the heldrakes can cover the board by turn 2 (36 inch move + Torrent covers entire board )! Rhinos have been terrible in 6th for me .
