The rulebook states that a psyker manifesting a Blessing or malediction must do so "at the beginning of the Psykers Movement Phase".
Does this mean that it must be done at the beginning of the movement phase in general? Or does it just have to happen before the Psyker himself moves?

There is only ONE movement phase per player turn. This just tells you that you cannot manifest them in the opponents turn (by referencing Psyker) and that you have to do so at the start of the player turn

THis is at the same time as events such as reserves rolls as well
