Some jackass tied a puppy to a railroad track but luckily another person, who is not a jackass, noticed and was able to save it in the nick of time.

In all fairness the man is thought to be senile or crazy, but it would seem he needs to be somewhere he can be observed if he doesn't realize that tying a living creature to a train track to get run over is a bad thing.

Amidst the mists and coldest frosts he thrusts his fists against the posts and still insists he sees the ghosts.

There was recently a baby found in a dumpster (alive) about a block from a fire station here; this was in a state that allows you to drop off an unwanted newborn at any hospital or fire station no questions asked. You just can't fix stupid.
