I've never used flock or grasses on my model bases. I've always used sand/small rocks, because I've always felt the flock would wear off easier and I'd end up redoing everything every few years. Also, 28mm bases didn't have a lot of surface area to really worry about.
I would have put this in the painting/modeling section but I made the decision to try flock after looking at my barren fow bases. Each base seems to have the potential of being a scenic terrain, and if I make the effort (time and money) I would like to have it as durable as possible.
Do I apply varnish on top of flock? It seems doing that would make everything a flat mess. What have other found that works? I'm even considering the longer tuffs of grass.
Also chiming in to say I've never had a problem with spray varnish. I usually just give a light dusting to hide any shiny PVA remnants from gluing on grass clumps, but it does the job, protects the models and hides the edges and finish of the decals pretty well.
